Khyber Medical University (KMU), Peshawar and International Committee of the Red Cross (ICRC), Pakistan has signed a Memorandum Of Understanding (MOU) for mutual cooperation to strengthen the health care system of Khyber Pakhtunkhwa and FATA. The framework agreement has signed by Prof. Dr. Arshad Javaid Vice Chancellor, KMU and Mr. Patrick Somxaysana Vilayleck Head of ICRC Sub delegation in Peshawar.

            According to details the framework agreement is basically an umbrella which will set opportunities for the future collaboration between KMU and ICRC in order to improve the quality health care services for the wounded and sick patients from KP and FATA. The main objective of the MOU is to collaborate on the capacity building of doctors, nurses and paramedics on emergency health services, as improving the clinical knowledge of the health care providers, operational research and academic support in physical rehabilitation by 2022.

            In order to achieve the target objectives, the KMU management and the ICRC shall develop a five-year plan that clearly defines the areas of collaboration and it will determine clear roles and responsibilities between KMU and ICRC. The signed framework will cover capacity building of the health care professionals, operational research and the framework agreement will be implemented primarily by DHS-FATA with technical assistance from the ICRC.

            It is worth mentioning that the agreed upon MOU will not only ensure quality to the health care services for the population in need in KP and FATA through the skills and knowledge enhancement but it will also make sure an integrated approach between the academic and the operational aspect of the health care services so that the needy population have access to a proper continuum of care from first aid to rehabilitation after physical recovery.

This framework agreement is foreseen to commence for five years and shall remain valid unless one or other party decides to terminate their responsibilities in the event of an irresolvable dispute, or one or other party does not fulfill partially or completely their obligations as defined in the agreement. KMU and ICRC also mutually agreed that this MOU may, upon its expiry, be renewed on the same terms and conditions. The KMU and the ICRC undertake to act in good faith with respect to each other’s rights under this framework and to adopt all reasonable measures to ensure that the objectives of the MOU are achieved.
